Methodological Manual for Employees of State and Municipal Bodies and Clergy on Working with Citizens Returned to Their Homeland from Conflict Zones

The Center for the Study of the Religious Situation under the State Commission for Religious Affairs of the Kyrgyz Republic, in partnership with the Organization for Security and Co-operation in Europe (OSCE), has developed four unique methodological manuals for employees of state and municipal bodies and clergy on working with citizens who have returned to their homeland from conflict zones. The main goal of the initiative is to create a unified methodological framework that enables specialists to interact effectively with repatriated citizens, strengthen social cohesion, and prevent potential risks. From December 16–24, in the Batken, Jalal-Abad, Osh, Chui, and Issyk-Kul regions, events are being held to familiarize local staff with specially prepared guidelines for the successful integration of citizens who have returned to their homeland from conflict zones. During the events, experts will lead Q&A sessions, provide practical advice on using the materials, and facilitate discussions. The methodological guidelines include the following groups: For employees of internal affairs bodies (district police officers) — on interaction with repatriates and their families, conflict prevention, and strengthening public order; For physicians, teachers, and social educators in general education institutions — working with repatriated children and adolescents, aimed at successful adaptation within the education system; For religious workers — to facilitate the spiritual and social rehabilitation of repatriated citizens; For social workers — to provide medical and social assistance, taking into account the specific needs of repatriated citizens.
